According to Secretary Edgar Galvante of Land Transportation Office (LTO), they will be temporarily suspending the issuance of student permit starting July 01, 2020, until August 03, 2020, to follow the memorandum provision last year.

In his statement, they are planning and under preparation for the mandatory requirement of 15 hours theoretical driving course which composed of three sessions, such as traffic laws, Land Transportation-Related Laws, and general driving for applying for a student driver permit.

This is to support the President Duterte’s command and order to address the growing numbers of uneducated and undisciplined drivers on the road. They have already announced this new regulation in public last year.

Due to the spread of Covid-19 disease, they have postponed the implementation of a new program this April 2020. To follow the safety measures and protocols given by the government, Land Transportation Office (LTO) also needed to temporarily suspend all their operations and branches across Luzon and other parts of the country.

“Effective July 1, isu-suspend muna namin ang pag-iissue ng student permit kasi by August irerequire na, na dapat yung nag-aapply ng student permit went through this 15 hours of the theoretical session” an official statement of Secretary Edgar Galvante to Filipino people.

Here’s what we should anticipate in the new 15-hour seminar in the application for a student permit.

Only the LTO accredited driving schools will be allowed to issue the 15-hour course. It is divided into three parts and each one is consists of 5 hours discussion. However, the seminar sections can be attended on different dates as long as it was being scheduled by the chosen driving school.

The 15-hour course includes the following:

  • Introduction to driving
  • Traffic rules and regulations
  • Land Transportation-Related Laws

After accomplishing the courses needed to take, participants will automatically receive a certificate of completion from the driving school which will be submitted to the LTO. They will now also be qualified and entitled to have their student permit.

As of now, the Land Transportation Office (LTO) has not been released the number of fees and costs for the participant. This will also be depending on the accredited driving schools giving out their courses.

If you are planning to have your student permit, it is highly advised to visit the nearest accredited driving schools in your place. Before having your schedule with them, check first their credibility and accreditation to have a smooth transaction.

Having a student permit to allow us for driving legally is a great accomplishment we can have. A student permit or student license is a legal document that authorizes the owner to drive vehicles in our country. This permit is valid for one (1) year from the issued date. It is not allowed to renewed, revised, or modified.

However, a student permit is not a valid ID and it can’t be used in different transactions for government and private institutions such as banks or offices according to LTO. Its main purpose is to be your permit for driving a vehicle on the road and ensure that you have undergone and accomplished the driving courses.
