After the Land Transportation Office (LTO) announces their suspension in the issuance of student license, permit this July 01, 2020, until August 03, 2020, due to the new Memorandum Circulation 2019-2167 which includes the mandatory 15- hour seminar for applicants before having their student permit.

According to LTO, they are now preparing the 15- hour driving course which composed of three sessions about learning the traffic rules and regulations, Land Transportation-Related Laws, and general driving. Each session is last up to 5 hours and can be scheduled on different days.

We may think that this 15- hour seminar is not beneficial and significant for us. But the Land Transportation Office (LTO) insisted that this driving course is expected to be the solution to traffic jams and accident problems in our country. By having this requirement in applicants, they are looking forward to producing more intelligent and attentive drivers.

Let’s talk about the importance of having a driving seminar and courses.

Last year, LTO reported more than 40,000 drivers violated traffic rules and regulations. There’s a huge difference from the year 2018. Besides, the Philippines also ranked second in having the worst traffic in the world out of 57 countries and 416 cities.

This mandatory driving seminar implemented can help us in becoming a good driver and citizen of our country. Most of us think that it is boring and a waste of time, but this is the standard requirement in other countries. It is important to discipline and educate future drivers to avoid traffic violations as well as the accident. The Land Transportation Office (LTO) is hoping to lessen the lawbreaker and violators through the years.

Here is the important information about the 15- hour seminar under LTO guidelines.

Only the LTO accredited driving schools are allowed to issue the said seminar. Check the center if they have the two-year validity of accreditation to make sure the legitimacy. Of course, before they can have that, they needed to settle the payment and fees.

For driving centers, they are needed to secure a 90- day provincial permit before applying the two (2) year permit. The school or center would have to pay and settle 5,000 for the provincial permit, and 3,000 for two (2) year permit. So if you are planning to apply for a student permit, make sure that the driving school you’ll enter is accredited by the LTO.

The instructor should also have a score of no less than 85% to be allowed to issue the theoretical exam in applicants.

As of now, there is still no exact fee for the 15- hour seminar for student permit application. However, you should prepare an amount of money for the payment in training, courses, and processing fee.

This is the reason why the Land Transportation Office (LTO) is implementing those driving courses and seminars for new applicants to form them into intelligent and educated drivers.
